A Benefit Evaluation Method of Traffic Big Data Platform

摘要: 为反映交通大数据平台受益对象的多元化,与传统ITS效益评价基于车辆所有者经济效益不同,给出了基于居民出行方式分担比的经济效益计算方法.该效益包括小客车、出租车、公交车等不同交通工具车辆运输成本、乘客出行时间成本、CO2排放环境等成本节约效益,采用加权平均法得到总效益.在乘客出行时间成本计算中,考虑收入对交通方式选择的影响,给出了不同出行方式不同目的人工时间成本计算方法及参数取值.为反映交通大数据平台信息发布对出行行为选择的影响,采用有无对比法,提出了因交通方式转移而产生的车俩运输成本、CO2排放环境成本效益计算方法.以武汉交通大数据平台建设为例,给出了影响范围与主要参数取用方法,进行了成本效益预测分析实证研究.解决了交通大数据平台效益分析定量化的问题,为交通平台类项目经济效益评价提供了理论方法.Abstract: Owing to the versatile traffic big data platforms, a benefit evaluation method based on "trip mode share ratio" is developed.The method is different from traditional ITS evaluation methods which are generally based on the economic benefits of vehicle owners.Cost Savings include fares of vehicle transportation, time cost of passengers, and environmental cost (e.g.CO2 emission).Considering different income level of passengers, a comprehensive formula is proposed to calculate the time cost of different travel modes and purposes.Values of parameters are determined through a traffic big data platform.Moreover, a benefit evaluation formula of cost savings resulted from traffic mode transfers is proposed by "with and without comparison method".Take the traffic big data platform of Wuhan City as a case study, a cost-benefit analysis is carried out in terms of the influence area and selection of parameters.The method is proved to be a useful way of quantitative benefit evaluation for traffic big data platforms, and provides a guideline for future similar projects.
